Pavel Emelyanov 35f625e5c7 repair: Move repair_multishard_reader options onto repair_service::config ...

This actually uses two interconnected options:
repair_multishard_reader_buffer_hint_size and
repair_multishard_reader_enable_read_ahead.

Both are propagated through repair_service::config and pass their
values to repair_reader/make_reader at construction time.
