Calle Wilund 64102780fe commitlog: Use static (reused) regex for (left over) descriptor parse 
Refs #11710

Allows reusing regex for segment matching (for opening left-over segments after crash).
Should remove any stalls caused by commitlog replay preparation.

v2: Add unit test for descriptor parsing

Closes #12112
