Jan Ciolek 012f7d5b1a cql-pytest: Test that IS NOT only accepts NULL 
The IS_NOT operator can only be used during materialized view creation
and it can only be used to express IS NOT NULL.
Trying to write something like IS NOT 42 should cause an error.
