Tune for single-threaded tar

This takes advantage of recent optimizations in Gnulib
for single-threaded programs.
* configure.ac (GNULIB_EXCLUDE_SINGLE_THREAD)
(GNULIB_MBRTOWC_SINGLE_THREAD, GNULIB_REGEX_SINGLE_THREAD)
(GNULIB_WCHAR_SINGLE_LOCALE): Define.
