docs: point README OpenSSF Best Practices badge at bestpractices.dev (#10683)

Browse Source 
The CII Best Practices badge in the README still used the retired
bestpractices.coreinfrastructure.org domain, which only works via a
redirect. Link to bestpractices.dev directly and use the current
OpenSSF Best Practices name.
