In the Volume Snapshot Retention section, the first listed case is the
storage that needs the parent snapshot to exist when GetMetadataDelta is
called, while the text below says the existing exposer works with Case 1
because the snapshot is always deleted, and that Case 2 needs the
snapshot to be retained. The volume policy text (Way 1 never retains,
Way 2 retains) and the exposer code comment that calls Ceph RBD a Case 2
storage follow that text too.

Swap the two list items so that Case 1 is the storage that doesn't need
the parent snapshot and Case 2 is the one that does.
