Zach Brown 8bc2b15e3d scoutfs: remove scoutfs_buddy_dirty ...

The buffer head rewrite got rid of the only caller who needed to ensure
that a free couldn't fail.  Let's get rid of this.  We can always bring
it back if it's needed again.
